Message	were not the "winning bidder" but paid via PayPal you will most likely not be covered under eBay's buyer protection policy. If you used your credit card as the source of funds to make your PayPal payment, in addition to asking the seller for a refund and making a claim with PayPal, I suggest that you contact your bank/credit card company to dispute the charge.
